One thing you can do is if you don't use the serial port and assuming Dell hasn't hidden the option in the bios, is to go into the bios and disable it. Looking at the list of available Vista downloads for that computer, in all likelihood the 'PCI Simple Communications Controller' is a good old dial up modem (Dell must have a warehouse full of these things, because it looks like they are still including them even in their most recent computers). If that is what it is and you don't use it, the easiest and best solution is to open the case up and just remove it.

You Have To Download The AMT-SOL & HECI & The Installation Utility To Your Desktop, Then Open Devise Manager, Right Click On The PCI's With The Yellow Exclamation Mark, Left Click Update Driver, Left Click Browse, Put 'C:' In Search Box And It Will Look Until It Finds Your Chipset On Your Desktop Or What Ever Folder You Saved Your Chipset To. I have a dell optiplex 755 (tower), it was shipped originally with vista but was recently reinstalled using Windows 7, 64 bit.THe serial port driver, and something else called 'PCI Simple Communications Controller' (possibly a modem on the motherboard) are listed as 'other devices' in the device manager, with yellow exclamation marks in the icons meaning they have no drivers installed.Dell does not list any drivers on their usual website where you enter your service tag. I am pretty sure this is a standard Intel Q## chipset.
